Concealed Handgun Permit

• 21 years of age or older
• Virginia resident

• Also bring proof of handgun competency, as required by the Code of Virginia.

• Payment of the $25 Application fee is due at the time of application submission. We accept cash, check, money order, or credit cards (VISA, Mastercard, Discover and American Express). There is an additional $2 fee for using a credit card. Payments in the form of check or money order should be made payable to Northumberland County Circuit Court.

• Bring a self-addressed envelope for use in mailing your permit.

• Persons who have previously held a concealed handgun permit submit the SP-248 Concealed Handgun Permit Application by mail or in person to the clerk of the circuit court in the county or city of residence.  Permits may be renewed up to six months prior to expiration.

• If the application is sent by mail, it must be accompanied by a photocopy of the applicant’s valid photo identification and a photocopy of the existing or expired permit. 

• $25 Renewal application fee - If you wish to mail your application, we accept check or money order. If you wish to apply in person, we accept cash, check, money order, or credit card (VISA, MasterCard or Discover and American Express). Payments in the form of check or money order should be made payable to Northumberland County Circuit Court.  A $2 convenience fee will be added to credit card payments.

• Please send a self-addressed envelope for use in mailing your permit.

Change of Address:

• Check, money order or credit card VISA, MasterCard, Discover and American Express) payment of $10 for issuance of the revised permit. Checks and money orders should be made payable to Northumberland County Circuit Court Clerk.

• Original permit must be surrendered so that it can be voided.

Replacement Permit Due to Loss / Destruction:  

• Sign a sworn statement at the clerk’s office stating that a new permit is needed. 

• Check, money order or credit card VISA, MasterCard, Discover and American Express) payment of $5 for issuance of the replacement permit. Checks and money orders should be made payable to Northumberland County Circuit Court Clerk.
